served as Co-Chief Operating Officer and

Associates, an agricultural marketing business.
Previously, Ms. Smith served as Assistant
Secretary for Marketing and Inspection
Services for the U.S. Department of Agriculture.
She is a former President of the National
Cattlemen’s Beef Association and has chaired
the Cattlemen’s Beef Promotion and Research
Board. She was a director of IBP from 1993 to
2001. Ms. Smith has been a member of the

CEO of the United States-Mexico Chamber
of Commerce. Gen. Zapanta is Chairman of
the Reserve Forces Policy Board, an inde-
pendent policy adviser to the Secretary of
Defense. He is also Chairman of the Board
of the U.S.-Mexico Cultural and Educational
Foundation. Gen. Zapanta has been a member
of the Board since May 2004.3,4
