Relationships with the German Federal Ministry of Finance
In  nancial year , the German Federal Ministry of
Finance and Deutsche Post  entered into an agreement that gov-
erns the terms and conditions of the transfer of income received
by Deutsche Post  from the levying of the settlement payment
under the Gesetze über den Abbau der Fehlsubventionierung im
Wohnungs wesen (German acts on the reduction of misdirected
housing subsidies) relating to housing bene ts granted by Deutsche
Post. In  nancial year  Deutsche Post  paid to the federal
govern ment the aggregate amount of approximately  . million
for  nancial year  and  . million for  nancial year .
As agreed, the  nal settlement for  nancial year  will be made
by  July .
Deutsche Post  also entered into an agreement with the
Federal Ministry of Finance dated  January  relating to the
transfer of civil servants to German federal authorities. Under this
agreement, civil servants are seconded with the aim of transferring
them initially for six months, and are then transferred permanently
if they successfully complete their probation. Once a permanent
transfer is completed, Deutsche Post  contributes to the cost in-
curred by the federal government by paying a  at fee. In , this
initiative resulted in eight permanent transfers (previous year: )
and  secondments with the aim of a permanent transfer in 
(previous year: ).
Relationships with Deutsche Telekom  and its subsidiaries
e federal government holds directly and indirectly (via
KfW Bankengruppe) .  of the shares in Deutsche Telekom 
(as at  December ). Since the federal government, despite
its minority interest, has a solid majority in the Annual General
Meeting due to its average presence there, a dependent relation-
ship exists between Deutsche Telekom and the federal government.
erefore, Deutsche Telekom is a related party to Deutsche Post .
In  nancial year , the Group provided goods and services for
Deutsche Telekom  amounting to  . billion (previous year:
 . billion). ese were mainly transportation services for let-
ters and parcels. In the same period, the Group purchased goods
and services (including  products and services) worth  . billion
(previous year:  . billion) from Deutsche Telekom.
Relationships with Commerzbank 
Due to the federal governments stock investment of   plus
one share, Commerzbank  is a related party. Commerzbank 
and Deutsche Post  have signed a loan facility of   million
which had not been used by the reporting date.
Deutsche Post  maintains a variety of relationships with the
Federal Republic of Germany and other companies controlled by
the Federal Republic of Germany.
e federal government is a customer of Deutsche Post  and
as such uses the company’s services. Deutsche Post ’s business
relationships are entered into with the individual public authorities
and other government agencies as independent individual custom-
ers.  e services provided to the respective individual customers are
immaterial to the overall revenue of Deutsche Post .
Relationships with KfW Bankengruppe
KfW Bankengruppe (KfW) supports the federal government
in continuing to privatise companies such as Deutsche Post 
or Deutsche Telekom . In , KfW, together with the federal
government, developed a “placeholder model” as a tool to privatise
government-owned companies. Under this model, the government
sells all or part of its investments to KfW intending to fully privatise
these state-owned companies. On this basis, KfW has purchased
shares of Deutsche Post  several times since  from the fed-
eral government and carried out various transactions on the capital
markets with these shares. KfW’s current share in the share capital
of Deutsche Postis . .
Relationships with the Bundesanstalt für Post
und Tele kommunikation
e Federal Republic of Germany manages its interest in
Deutsche Post  and exercises its shareholder rights via the Bundes-
anstalt für Post und Telekommunikation (“Bundesanstalt”) which has
legal capacity and falls under the supervision of the German Federal
Ministry of Finance.  e Gesetz über die Errichtung einer Bundesan-
stalt für Post und Telekommunikation or Bundesanstalt Post Gesetz
(BAnstG – German act to establish a Deutsche Bundes post Federal
Posts and Telecommunications Agency or Federal Posts and Tel-
ecommunications Agency act) transferred speci c legal rights and
duties to the Bundesanstalt that relate to matters jointly a ecting
Deutsche Post , Deutsche Postbank  and Deutsche Telekom
. In addition, the Bundesanstalt manages the Postal Civil Service
Health Insurance Fund, the recreation programme, the Versorgung-
sanstalt der Deutsche Bundespost“” and the welfare service
for Deutsche Post , Deutsche Postbank , Deutsche Telekom
 and the Bundesanstalt.  e co-ordination and administration
tasks are performed on the basis of agency agreements. In ,
Deutsche Post  was invoiced for   million (previous year:
 million) in instalment payments relating to services provided
by the Bundesanstalt.
