Barbara O’Connor.
Barbara O’Connor, PhD,
is a communications
professor from
Sacramento, California.
She is a member of the
Audit and Finance Committee and
the AARP Foundation Board of
Directors. Ms. O’Connor is an
emeritus professor of
communications and emeritus
director of the Institute for the Study
of Politics and Media at California
State University, and director and
secretary of the California Emerging
Technology Fund. Previously, she was
assistant director of debate at the
University of Southern California and
a summer debate instructor at
Georgetown University. She has
served as chair and founding board
member of the Alliance for Public
Technology, chair of the California
Public Broadcasting Commission and
was a founder of the Capital Public
Radio Network.
John C. Penn. Jack
Penn, MBA, is chairman
and CEO of Intek
Plastics, Inc. He divides
his time between
Scottsdale, Arizona, and
Spring Green, Wisconsin. Mr. Penn
serves on the Audit and Finance
Committee and the AARP Services
Inc. Board of Directors. Previously, he
was vice chairman and CEO of
Satellite Companies, CEO and
president, Centers for Diagnostic
Imaging, CEO and president, Benson
Optical Co., president, Arctic
Enterprises and a consultant with
Arthur Andersen and Co. His
volunteer work includes service as
chairman of the Evangelical Lutheran
Good Samaritan Society. Previously,
Mr. Penn was director of the Good
Samaritan Society Foundation and
president of Cross View Lutheran
Church.
Diane Pratt. Diane
Pratt, MA, of
Washington, D.C., is
president and CEO of
DP Consultants, Inc., a
public affairs
management firm. She chairs the
AARP Nominating Committee and
serves on the Member and Social
Impact Committee. Ms. Pratt
previously served as staff director for
the District of Columbia Office of the
Deputy Mayor for Economic
Development; special assistant for
special projects, D.C. Office of the
Deputy Mayor for Economic
Development; economic
development specialist, Center for
Community Change; and city planner
for the Chicago Department of
Planning, City and Community
Development. She serves on the
board of the Henry C. Gregory III
Family Life Center Foundation.
Charles E. Reed.
Charley Reed is a
long-term care
consultant from
Olympia, Washington.
He serves on the
Member and Social Impact
Committee, the AARP National Policy
Council and the AARP Services
Health Products Quality Review
Committee. Mr. Reed is a long-term
care consultant for his firm, C.E. Reed
and Associates. He was previously
deputy secretary of Washington
State’s Department of Social and
Health Services and assistant
secretary of Washington’s
Administration of Aging and Adult
Services. He also served as chair of
both the National Academy for State
Health Policy’s Long-Term Care
Committee and the Washington
State Home Care Quality Authority.
Joan R. Ruff. Joan Ruff,
J.D., is an executive,
human resources
consultant and attorney
from Mission Woods,
Kansas. She is a member
of the Member and Social Impact
Committee and the AARP National
Policy Council. Previously, she served
as treasurer of the AARP Foundation
Board of Directors. After more than 10
years as a tax attorney, Ms. Ruff joined
William M. Mercer, Inc. where she
consulted on employee benefits and
compensation. She then held
executive management positions at
Zurich Financial Services and H&R
Block. Her leadership on numerous
nonprofit boards and committees
includes service as chair of the
Mid-Continent Girl Scouts’ Human
Resources and Capital Campaign
Committees. She has also contributed
expertise to Habitat for Humanity and
the Kansas City Red Cross.
