CommodityPriceRisk
We estimate that we purchase approximately 800 million
gallonsoffueleachyear,thusfuelpricesareasignificantpart
ofourexpenses.
Weareexposedtochangesincommoditypricesprimarilyfor
dieselfuel,unleadedgasolineandaircraftfuelfortransportation
ofthemailsandnaturalgasforheatingfacilities.Wecurrently
donotusederivativecommodityinstrumentstomanagethe
riskofchangesinenergyprices.
ForeignCurrencyExchangeRateRisk
Wehaveforeigncurrencyriskrelatedtothesettlement of
terminalduesandtransitfeeswithforeignpostaladministra-
tionsforinternationalmail.Themajorityofourinternational
accountsareaccountedforbasedonInternationalMonetary
Fundspecialdrawingrights(SDR).TheSDRexchangerate
fluctuatesdailybasedonabasketofcurrenciescomprisedof
theeuro,theJapaneseyen,thepoundsterling,andtheU.S.
dollar.Changesintherelativevalueofthesecurrencieswill
increaseordecreasethevalueofoursettlementaccountsand
resultinagainorlossfromrevaluation.Theactualcurrency
usedtosettleaccountsvariesbycountrybasedonindividual
agreements.
Wepurchasetherequiredcurrencyatthetimeofsettlement,
butwhenwe know thetiming and theamount ofsched-
uledpaymentsinadvance,wemaypurchaseshortduration
forwardcontracts.
Atyearend,weadjustthereportedreceivableandpayable
balances to reflect the fair value based on the SDR rate
published in the Wall Street Journal on the last day of
September.Thisresultedina$10milliongainfromtherevalu-
ationin2004comparedtoalossof$9millionin2003.Wedo
notusederivativefinancialinstrumentstomanagetheriskof
changesinthevalueoftheSDR.
InterestRateRisk
Asdescribedinnote5tothefinancialstatements,werefi-
nancedallouroutstandinglongtermFederalFinancingBank
debtwithshorttermdebtin2003.Wehavenotusedderivative
financialinstrumentstomanageriskrelatedtointerestrate
fluctuationsfordebtinstruments.
Weestimatethata1%increaseininterestrateswouldhavean
insignificantimpactonourinterestexpenseduetothestruc-
tureofourdebtportfolio.A1%increaseininterestrateswould
increaseinvestmentincomeby$15million.

controlsoverfinancialreportinganddisclosurecontrolsand
proceduresthroughinternalself-assessments.
CodeofEthics
TheStandardsofEthicalConductforEmployeesoftheExecutive
Branchat5CodeofFederalRegulations(C.F.R.)§2635apply
toallpostalemployees.TheStandardswereissuedin1993
bytheU.S.OfficeofGovernmentEthics,andreplacedtheindi-
vidualagencystandardsthenapplicabletoallemployeesof
theexecutivebranch.Ouremployeesarealsocoveredbythe
SupplementalStandardsofEthicalConductforEmployeesofthe
UnitedStatesPostalServiceat5C.F.R.§7001.TheStandards
andSupplementalStandardsaredetailedandcontainmany
examplestohelpemployees recognizeandresolveethical
issues.Wegiveemployeesasummaryofthestandards,and
otherethicalconductmaterials,atnewemployeeorientation
training.Wealsoprovideannualethicstrainingforallemploy-
eeswhofileafinancialdisclosurereport.Weencourageour
employeestoseekethicsadviceandinformationfrominternal
ethicsofficials,andwepublicizeanethicstelephonelineand
e-mailaddresstheycanuseforthispurpose.
