In2004,weexperiencedslightgrowthinworkhoursforcity
andruraldelivery.Thisgrowthwasdrivenbytheadditionof
almost1.8milliondeliverypointsandbyincreasedvolume.
In 2003, we reduced workhours in delivery by almost 9
million.Thus,inspiteoftheadditionofoverthreemilliondeliv-
erypointssince2002,weareoperatingwithfewerdelivery
workhours.Cumulatively,beginningin2000,wehaveelimi-
natedabout510millionworkhours.Thisisthesinglebiggest
contributortotheongoingachievementofourTransformation
Plansavingstargets.In2004,wemadeachangeinhowwe
trackworkhoursforemployeesinlimiteddutyorrehabilita-
tionassignments.Theworkhoursfortheseemployeesarenow
includedintheirfunctionalareas.
In2003,compensationandbenefitsexpensesof$50,544
millionwere$2,614million(4.9%)lessthantheprioryear
duetotheimpactofP.L.108-18,whichreducedexpensesby
approximately$3,500millionandtoareductionof54million
workhours,orapproximately24,000careeremployees.The
reductioninourretirementcostsgeneratedbyP.L.108-18
andbyourworkhourreductioncompletelyoffsetthegrowthin
contractualwagerates,COLAs,andbenefitsexpenses.
Almost90%ofourcareerworkforceiscoveredbycollec-
tivebargainingagreements.In2002and2003,wereached
agreementsthroughnegotiatedsettlementswithallofthe
major unions and in 2004 we reached an agreement to
extendanexistingcontract with one unionthrough2006.
Theseagreements,whichhaveexpirationdatesrangingfrom
November20,2005toNovember20,2006,callforannual
basicpayincreasesandsemi-annualcost-of-livingadjust-
ments(COLAs).
Our nonbargaining employees receive pay increases only
throughapay-for-performanceprogramthatmakesmean-
ingfuldistinctionsinperformance.Theseemployeesdonot
receiveautomaticsalaryincreases,nordotheyreceiveCOLAs
orlocalitypay.
RetirementExpense
Withcertainexceptions,ouremployeesparticipateinoneof
threeretirementprogramsbasedonthestartingdateoftheir
employmentwiththePostalService.Theseprogramsarethe
CivilServiceRetirementSystem(CSRS),theDualCSRS/Social
Security System, and the Federal Employees Retirement
System(FERS).Eachoftheseprogramsisdescribedinfurther
detailinnote6toourfinancialstatements.Theprogramsare
administeredbytheOfficeofPersonnelManagement(OPM).
Theexpensesofallofourretirementprogramsareincludedin
compensationandbenefitsexpense.
TheimplementationofP.L.108-18inMay2003didnotalter
thefactthatretirementexpensesremainasignificantportion
ofourtotal expenses.Retirementcontributions for current
employeesrepresented10.0%ofourtotalexpensesin2004.
Theyincreasedby$697 millioncomparedto2003,when
thesebenefitsrepresentedonly9.1%oftotalexpensesdue
totheone-timereductioninourretirementexpensesresulting
fromtheenactmentofP.L.108-18.TheimpactofP.L.108-18,
whichisdiscussedbelow,wassosignificantthatitresulted
inanoverallreductioninourbenefitsexpensesin2003.In
2002,priortotheenactmentofP.L.108-18,retirementcosts
represented13.5%oftotalexpenses.

ThePostalCivilServiceRetirementSystemFundingReform
Actof2003,P.L.108-18,changedthewaywefundourCivil
ServiceRetirementSystemobligationsandalteredtherelated
schedulesforourpaymentstotheCSRDF.P.L.108-18was
enactedinresponsetoaNovember2002reviewofestimates
andthePostalService’spaymentsintoandreturnsearnedby
theCSRDFmadebytheOPM.OPMdeterminedthatatour
thencurrentrateoffunding,wewouldpaysubstantiallymore
thanwouldbeneededtocoverthefuturebenefitsexpectedto
bepaidtoouremployeesandretireesparticipatinginCSRS.
