Otherkeycomponentsofthelegislationincludedauthorizing
thePostalServiceGovernorstoestablishratesandclasses
forproductsinthecompetitivecategoriesofmail.Thebills
alsoaddressedthefinancialburdenimposedbytheescrow
accountestablishedbythePostalCivil ServiceRetirement
SystemFundingReformActof2003.Eachrepealedaprovi-
sionofP.L.108-18thataddressedthedispositionofsavings
causedbythatAct,modified ourcontributions to the Civil
ServiceRetirementandDisabilityFund(CSRDF),andestab-
lishedaPostalServiceRetireeHealthBenefitsFund.
ThebillswerereportedoutofCommitteeunanimously but
wereunabletobeconsideredbeforetheendofthe108th
Congress.Thesponsorsofthebillshaveindicatedtheirinten-
tiontoreintroducethebillsinthe109thCongress,whichwill
conveneinJanuary2005.
Products
ThePostalServiceisthecenterpieceoftheU.S.mailingindus-
try.Weprovideawidevarietyofproductsandservicestomeet
almostanymailingneed.Someofourmajorproductsand
servicesare:
First-Class Mail —Postcardsor letters,upto13ounces,
canbesentusingFirst-ClassMail.Thisservice(orExpress
MailorPriorityMail)isrequiredforpersonalcorrespondence,
handwrittenortypewrittenletters,andbillsorstatementsof
account.Italsomaybeusedforanymailableitem,including
advertisementsandlightweightmerchandise.
PriorityMail—This2–3-day,nonguaranteedserviceistypi-
callyusedtosenddocuments,gifts,andmerchandise.
ExpressMail—Thismoney-backguaranteedovernightto
two-dayserviceincludestracking,proofofdelivery,andinsur-
anceupto$100.Deliverytomostdestinationsisavailable
365daysayearwithnoextrachargeforSaturday,Sunday,
andholidaydelivery.
Periodicals—TypicalPeriodicalsarenewspapers,magazines,
andnewsletters.Thisservicerequirespriorauthorizationbythe
PostalService.
StandardMail—Letterscontainingmailableitemsweighing
lessthan16ouncesnotrequiredtobesentusingFirst-Class
MailcanbesentusingStandardMail.StandardMailistypi-
callyusedforadvertisementsandflyers.Therearenopostcard
ratesforStandardMail,butpostcardscanbemailedatthe
letterrates.Additionalcontentrestrictionsmustbemetfor
authorizednonprofitmailers.
Package Services—IncludesParcelPost,BoundPrinted
MatterandMediaMail.
SpecialServices—Inadditiontotheseandotherclasses
ofmail,weofferavarietyofenhancementsthataddvalueto
mailbyprovidingadditionalsecurity,proofofdelivery,orloss
recovery.Theseproductenhancementsinclude:CertifiedMail,
RegisteredMail,DeliveryConfirmation,SignatureConfirmation,
Click-N-Ship,andinsurance.
Rate-MakingActivity
Until1971,Congresssetpostageratesthroughlegislation,and
therelationshipbetweentherevenuefromthoseratesandthe
actualcostsofoperatingthepostalsystemvariedgreatly.Since
1971,however,thePostalReorganizationActhasrequiredthe
PostalServicetoestablishpostalratesthatcoverthecostof
operatingthepostalsystem.
Wemustsubmitarequestforanychangesinpostageratesand
classificationtothePRC,anindependentestablishmentofthe
executivebranchofthefederalgovernment.Ourrequestmay
beminor,forsuchthingsasspecificclassificationchanges,
extensionsofcurrentserviceclassifications,adjustmentto
orintroductionofspecificratesorrequeststoproceedwith
experimentalproductofferings.Atanypointintime,thePRC
maybeconsideringseveralminorrequests.In2004,thePRC
issuedtwoOpinionsandRecommendedDecisionsonminor
cases,withthreeminorrequestsstillpending.
Wemayalsosubmitanomnibusraterequestthatinvolves
acomprehensiverevisionofpostageratesaswellasmajor
classificationchanges.In an omnibus case,postage rates
arerevisedsothattherewillbesufficientrevenuetoallow
ustobreakeveninaprospectivetestyear.Adjudicationofan
omnibusraterequestisalengthyandcomplicatedprocess
thatbeginswhenwedeterminethatratechangesareconsis-
tentwiththepoliciesofthePostalReorganizationActandin
thepublicinterest.WiththeapprovaloftheBoardofGovernors,
wesubmitarequesttothePRCforarecommendeddecision
onrateandfeechanges.Weincludewithourrequestdetailed
rateproposalssupportedbyextensivetestimonyandlengthy
documentation.
ThePRC’sproceedingsinanomnibusratecasetakeupto10
monthsandincludepublichearingsinwhichinterestedparties
suchasmailers,competitors,andconsumerrepresentatives
areauthorizedtosubmittheirowntestimonyandproposals,as
wellastochallengeorsupportourproposals.Attheconclusion
oftheproceedings,thePRCsendsitsrecommendeddecision
totheGovernors.TheGovernorsmayapprove,reject,allow
