Postal reform was a key legislative focus with the
introductionofbillsinboththeHouseandSenate.WhileHouse
billH.R.4341,PostalAccountabilityandEnhancementAct,was
reportedfavorablytothefullHouse,andtheSenate’ssimilarly
namedS.2468wasplacedonthelegislativecalendar,nofinal
actionwastakenbeforeCongress’adjournment.
Despitesomedifferences,bothbillsprovidedforanumber
of changes to reform the outdated Postal Reorganization
Actof1970.Theseincludepricingflexibilityandregulatory
oversight. In addition, both bills would have corrected the
financial burdens imposed by P.L.108-18, the Postal Civil
Service Retirement System Funding Reform Act of 2003,
whichrequiresthePostalServicetofundanescrowaccount,
beginningin2006,forsavingsresultingfromtheAct.TheAct
alsorequiresthePostalServicetocontributetothefunding
ofretirement benefits earnedbyPostalServiceemployees
whileservinginthemilitary.Thisfundingwaspreviouslythe
responsibilityoftheTreasury.
PostmasterGeneralJohnE.PotterandBoardofGovernors
Chairman S. David Fineman testified several times before
theSenateGovernmentalAffairsCommitteeandtheHouse
GovernmentReformSpecialPanelonthePostalServiceon
issuesincludingpostalreformandrecommendationsmadeby
thePresident’sCommissiononthePostalService.
InNovember2004,Congressapprovedanomnibusappro-
priationsbillfor2005thatprovidesthePostalServicewith$29
millionforrevenueforgonedebtrepayment,$61.7millionto
providefreemailfortheblindandoverseasvoters,and$507
millionforemergencypreparednesstofundtheacquisitionand
deploymentofbiohazarddetectionsystems.
H.R. 2673, Consolidated Appropriations Act, 2004,
enactedasPublicLaw108-199,extendedthesalesperiod
fortheBreastCancerResearchsemipostalstamp,firstissued
in1998,foranadditionaltwoyears.Theperiodwasdueto
expireattheendofcalendaryear2003.
Throughouttheyear,thePostalServiceadvisedlegisla-
torsandtheirstaffsonawiderangeofissuesaffectingthe
nation’s postal system, includingaviation security andthe
ongoingdeploymentofbiohazarddetectionsystemsinmajor
mailprocessingfacilitiesthroughoutthenation.
