Governance฀Quotient฀ index฀ is฀issued฀by฀Institutional฀
Shareholder฀Services,฀a฀respected฀authority฀on฀proxy฀voting฀
and฀corporate฀governance.
Governance฀Metrics฀International,฀an฀independent฀corporate฀
governance฀rating฀agency,฀rated฀Manpower฀an฀8.0฀on฀a฀scale฀
of฀1฀to฀10,฀with฀10฀being฀the฀highest฀ranking,฀in฀July฀2006.฀The฀
