Allen Douma
Allen Douma, M.D., serves on the Board Audit and Finance Committee and AARP’s National
Policy Council. He has also served on AARP’s Executive Council of Oregon. Dr. Douma is CEO
of Empower, LLC, and previously was assistant director of the Oregon Department of Human
Services; CEO of Health Responsibility Systems; and medical director for the Hartford and Travelers
insurance companies. He serves on the board of the Southern Oregon University Advisory Board
and the Oregon Healthcare Quality Corporation.
Leobardo Estrada
Leobardo Estrada, PhD, serves on the Board Audit and Finance Committee, and on the Board of
AARP Services, Inc. Dr. Estrada is a professor of urban planning at the University of California,
Los Angeles. He has served as a national data systems advisor for the U.S. Census Bureau, the
National Center for Health Statistics and the National Research Council, among others. His social
science expertise includes the demography of Latinos in the United States.
A. James Forbes, Jr.
A. James Forbes, Jr., serves on the AARP Insurance Trust and the Board Audit and Finance
Committee. Mr. Forbes, a nancial executive partner of Tatum, LLC, was previously executive vice
president and chief nancial ofcer of Lighthouse International; managing director and founder of
MedYield, Inc.; executive vice chairman and chief nancial ofcer of AmeriCares; and accounting
and operations controller of Mercedes-Benz, N.A. He is founder and a member of Executive Forum,
and previously chaired the Beacon Foundation board.
William J. Hall
William Hall, M.D., serves on the Board Governance Committee and chairs AARPs Insurance Trust.
An academic geriatrician, Dr. Hall is director of the Center for Healthy Aging. His career has been
largely focused on the preventive aspects of medical care for older adults. He is a past president of
the American College of Physicians. Previously, he served as chief of general medicine/geriatrics
at the University of Rochester School of Medicine and as chief of medicine at Rochester General
Hospital.
Joanne Handy
Joanne Handy, RN, MS, serves on the AARP Board Audit and Finance Committee, the AARP
Foundation Board of Directors and the AARP Insurance Trust. Professionally, she is president and
CEO of the Visiting Nurse Association of Boston. Previously, she was president and CEO of the
Institute of Aging in San Francisco. Ms. Handy was a fellow in the Kellogg Foundation International
Leadership Program. In her volunteer work, she serves on the executive committee of the
American Society on Aging and on the board of the Visiting Nurse Association of America.
