growing the State Health and Government Programs businesses and responding to the Department of Defense’s request
for proposal for the next generation of the TRICARE contract; and (v) Mr. Sell’s significant contributions in increasing
the Company’s Western Region and California health plan enrollment in 2015, including his leadership and guidance in
marketing efforts and in the Arizona business.
