7NORTHEAST UTILITIES 2004 ANNUAL REPORT
Our core transmission and distribution business keeps the economy
moving and reflects our long-standing service obligation. In 2004, we
diligently demonstrated the value of an infrastructure investment
plan that will benefit customers in meeting their electricity load growth
and service reliability needs, along with providing earnings growth.
Much of New England’s energy infrastructure is aging, and we have a
unique opportunity to improve it. Our regulated infrastructure investment
plan calls for capital expenditures of $3.7 billion through 2009. The
transmission upgrade portion of the plan includes an investment of
morethan $1.5 billion over the next five years. On the distribution
side, we expect to spend $900 million on a four-year upgrade and
expansion at CL&P, along with substantial investments in each of our
regulated subsidiaries.
Transmission lines like these in central Connecticut are part
of NewEngland’sbulk power backbone connecting generating
plants to lower voltage distribution lines that deliver electricity
tocustomers.

facilities that serve customers.

Expanding needed energy infrastructure
Southwest Connecticut Transmission: We are building reliability for the
region, with urgent needs in southwest Connecticut where electricity
growth outpaces the restof the state.
In June 2004, CL&P’s substation upgrade in Stamford was placed on
line. In March 2005, CL&P broke ground on the 345-kV transmission
upgrade from Bethel to Norwalk with a completion date of December
2006. CL&P, along with United Illuminating, has also applied to build
a345-kV transmission upgrade from Middletown to Norwalk, with
completion expected in 2009. In addition, we have sought approval to
construct two 115-kV understreet lines between Stamford and Norwalk,
with an estimated in-service date of 2008. Moving from land to sea, we
are working to replace an undersea electric transmission line between
Norwalk and Northport, Long Island, New York. We expect the cable
to be in service by mid-2008.
