5. Accounting and Reporting for Federal Payments
Certain funds are provided to Amtrak during the year through federal payments for capital and
operating expenditures. These federal payments, which are recorded when received in “Other
paid-in capital” in the Consolidated Balance Sheets and Consolidated Statements of Changes in
Capitalization, totaled $1.5 billion and $1.8 billion for fiscal years 2013 and 2012, respectively.
In accordance with the 2013 CR, Amtrak was provided with net assistance appropriations of
$686.9 million. Of the 2013 CR appropriation, $227.3 million was appropriated as an operating
subsidy and $459.6 million was appropriated as a capital subsidy, both of which were fully
received during fiscal year 2013. The FY 2013 Full Year CR provided Amtrak with additional
appropriations of $647.9 million. Of the additional 2013 appropriations, $214.4 million was
appropriated as an operating subsidy and $433.5 million was appropriated as a capital subsidy,
both of which were fully received during fiscal year 2013.
In accordance with the Disaster Relief Appropriations Act, 2013 (Public Law No. 113-2,
January 29, 2013), Amtrak was provided with a net appropriation of $30.2 million for damages
incurred by Sandy on October 29, 2012, of which $19.8 million was received as of
September 30, 2013, and with a net appropriation of $185.0 million for the Hudson Yards
Concrete Encasement Project, of which $0.5 million was received as of September 30, 2013.
In accordance with the Consolidated and Further Continuing Appropriations Act, 2012, Amtrak
was provided with a total appropriation of $1.4 billion. Of the 2012 appropriation, $466.0 million
was appropriated and received as an operating subsidy in fiscal year 2012 and $942.5 million
was appropriated as a capital subsidy of which $938.8 million was received during fiscal year
2012. Amtrak received the remaining fiscal year 2012 capital subsidy of approximately
$3.7 million in fiscal year 2013.
The 2013 CR appropriated $19.4 million to directly fund operations of Amtrak’ s OIG to be spent
by March 31, 2013. Amtrak and the OIG entered into a Services Agreement on January 8, 2010
whereby Amtrak would continue to provide accounting and financial management services for
the OIG. Amtrak is reimbursed for expenses incurred upon the submission of invoices to the
OIG. As of September 30, 2013, Amtrak invoiced $18.5 million and received $13.4 million,
which was recorded in “Other paid-in capital” in the Consolidated Balance Sheets and
Consolidated Statements of Changes in Capitalization.
